Hello, my name is Hays Lawson. I’m running for Jefferson Circuit Court Division 12. Circuit Judge is the most difficult and challenging legal job in the Commonwealth. Being a judge is an enormous responsibility. The purpose of this website is to demonstrate my competence, experience, and desire to take on this demanding office. The best place to begin this task is with the responsibilities and duties of a circuit judge.

     Circuit court is the court of general jurisdiction in Kentucky. This means that any type, kind, and manner of case that is not exclusively vested in the jurisdiction of another court may be brought and tried in circuit court. The primary types of cases that are exempted out of circuit include criminal misdemeanor cases; civil cases $4,000.00 and under; most probate matters; and, with advent of Family Court, most domestic matters. Almost everything else is fair game. This means that a circuit judges has to be the ultimate legal generalist.

      A circuit judge has to make ruling and decisions involving almost every aspect of the law, including: preliminary questions on the introduction of evidence; juror challenges; application and construction of the civil rules of procedure, the criminal rules of procedure, and the rules of evidence; ruling on issues of substantive criminal law; construction and interpretation of ordinances, statutes, and the Kentucky and the U.S. Constitutions; interpretation of contractors; weighing requests for equitable relief, including injunctive relief; and properly instructing the jury on the law of the case at hand. As if this were not enough, circuit courts also have appellate jurisdiction over cases originating in district court. And at the conclusion of trial, a circuit judge is often called on to reevaluate and critique his or her own decisions in response to post-trial motions. Reading this rather daunting list should bring two questions to mind about my candidacy: (1) why do I want to be judge? and (2) why should you vote for me?
